- Attic insulationLaying mineral wool or another insulation across the attic floor (or between and under the rafters, for a room in the roof) so heat stops escaping through the ceiling, with the ventilation and pipe protection that has to go with it.
- BER assessmentA Building Energy Rating survey by an SEAI-registered assessor, who measures the home, records its insulation, windows, heating and ventilation, and publishes a BER certificate (A1 to G) with an advisory report.
- Cavity wall insulationBlowing insulating beads or fibre into the gap between the two leaves of a cavity block wall through small holes drilled in the outside, then filling the holes.
- External wall insulationWrapping the outside of a house in insulation boards and a new render finish, so solid or hollow-block walls stop losing heat without touching the rooms inside.
- Heat pump installationReplacing an oil or gas boiler, storage heaters or a solid-fuel system with an air-to-water heat pump that heats radiators or underfloor pipes and the hot water, or fitting air-to-air units for space heating.
- Internal dry liningInsulating the external walls from inside, by fixing insulated plasterboard or a stud wall filled with insulation to them, sealing it for airtightness and skimming it ready to paint.
- Solar panelsFitting solar photovoltaic panels on the roof (or on the ground nearby), with an inverter, often a battery, and a connection to the house supply, so the home makes some of its own electricity and can sell the surplus to its supplier.
Hiring an insulation installer in Ireland
Insulation is usually the first step of a home energy upgrade: attic, then walls (cavity fill, internal dry-lining or external wrap), then windows, ventilation and heating. Most of it can be grant-aided by SEAI, which brings rules about who may do the work and in what order.
Internal dry-lining is disruptive — rooms are emptied, sockets and radiators move — but can be done room by room; external insulation keeps the inside untouched but needs scaffolding and changes the outside of the house.

The rules in Ireland
Grant-aided insulation must be done by a contractor on SEAI’s register, after grant approval, with a BER afterwards.
- Use a contractor on SEAI’s register and get grant approval before any work starts — work begun before approval is not grant-aided.
- The grant must be drawn down within eight months of the offer, and a BER by a registered assessor after the works is required (SEAI contributes €50 towards it).
- Since 27 July 2026, external wall insulation of up to 15 cm is exempt from planning permission.
Grants
SEAI grants for attic and wall insulation depend on the house type, for homes built and occupied before 2011 (walls: before 31 December 2010).
- Attic: €2,000 detached, €1,500 semi-detached or end of terrace, €1,400 mid-terrace, €1,100 apartment.
- Cavity wall: €1,800 detached, €1,300 semi-detached or end of terrace, €850 mid-terrace, €700 apartment.
- Internal dry-lining: €4,500 detached, €3,500 semi-detached or end of terrace, €2,000 mid-terrace, €1,500 apartment.
- External wall insulation: €8,000 detached, €6,000 semi-detached or end of terrace, €3,500 mid-terrace, €3,000 apartment.
- Higher “enhanced” rates apply to first-time buyers who bought on or after 1 January 2025, people on qualifying welfare payments, and homes with a HAP or RAS tenancy.
- Homeowners on certain welfare payments, in homes built and occupied before 2006, may qualify for a fully funded upgrade through the Warmer Homes Scheme; SEAI currently quotes a wait of about 15 months.
- A One Stop Shop manages a whole-house upgrade to at least a B BER and deducts the grants from the price up front.

What affects the price
- Measure: attic, cavity, dry-lining or external wrap

- Ventilation and airtightness work that should go with it

- VAT: building work on a home is charged at the reduced rate of 13.5% by a VAT-registered business — unless the materials come to more than two-thirds of the price, when Revenue’s two-thirds rule applies the goods rate to the whole job. Ask whether a quote includes VAT.
