Green waste is waste: whoever takes cuttings and soil away needs a waste collection permit.

The rules in Ireland
Whoever takes green waste, soil or old paving away must hold a waste collection permit.
- Anybody who takes your waste away must hold a waste collection permit. Handing waste to an unpermitted collector is an offence for the householder, with a fine of up to €5,000 — ask for the permit number, which collectors must show on vehicles and receipts.
