Attic insulation: what the job involves

Laying mineral wool or another insulation across the attic floor (or between and under the rafters, for a room in the roof) so heat stops escaping through the ceiling, with the ventilation and pipe protection that has to go with it. It is usually the cheapest and quickest energy upgrade in an Irish house.

How the job is usually done

  1. Survey the attic: existing depth and condition of insulation, eaves ventilation, water tanks and pipes, downlighters, wiring and any signs of damp or damaged felt.
  2. Clear stored items and agree what floor area must stay boarded for storage, and how it will be raised so the insulation keeps its full depth.
  3. Fit eaves ventilators or trays so air can still flow from the soffits once the insulation goes to the edges.
  4. Lay the first layer between the joists and a second layer across them, building up to the depth the job is specified to, without crushing it.
  5. Insulate and lag the cold-water tank and the pipes in the attic (but not under the tank, so a little heat keeps it from freezing), and box around downlighters with covers rated for it.
  6. Insulate and draught-seal the attic hatch, and fit a walkway to the tank so it can be reached without standing on the insulation.
  7. Photograph the finished depth with a ruler in shot, for the BER assessor and the grant claim.

Attic insulation: what is included

  • Insulation laid in two cross layers to the agreed depth
  • Eaves ventilation where the roof needs it
  • Lagging the cold-water tank and attic pipework
  • An insulated, draught-sealed hatch
  • A walkway to the tank and services

  • Clearing years of stored items out of the attic
  • A raised storage floor beyond the walkway (a carpentry job)
  • Electrical changes such as replacing downlighters with sealed fittings
  • Roof repairs to felt, slates or tiles found during the survey
  • The BER after the works, unless agreed

It can be done any time of year, but booking in spring or summer avoids the autumn rush when grant demand peaks.

Grants

  • SEAI attic insulation grant

    €2,000 for a detached house, €1,500 for a semi-detached or end-of-terrace house, €1,400 for a mid-terrace house and €1,100 for an apartment.

    Who qualifies: Owners of homes built and occupied before 2011, using an SEAI-registered contractor, with approval before work starts.

  • Enhanced rates and the Warmer Homes Scheme

    Higher “enhanced” grant rates apply to first-time buyers who bought on or after 1 January 2025, people on qualifying welfare payments, and homes with a HAP or RAS tenancy. Homeowners on certain welfare payments in homes built and occupied before 2006 may get a fully funded upgrade instead.

    Who qualifies: Owners who meet the scheme’s conditions; the fully funded route has a waiting list SEAI quotes at about 15 months.

What attic insulation costs, and why

What affects the price

  • Floor area of the attic and the depth being added
  • What is already there: topping up versus starting from bare joists
  • Access: a low pitch, a tight hatch or a full attic of storage
  • Raised storage boarding or walkways wanted on top
  • Roof-line (rafter) insulation for a room in the roof instead of the floor
  • Whether the grant is being claimed, which needs a registered contractor and paperwork
  • VAT: building work on a home is charged at the reduced rate of 13.5% by a VAT-registered business — unless the materials come to more than two-thirds of the price, when Revenue’s two-thirds rule applies the goods rate to the whole job. Ask whether a quote includes VAT.

Paperwork to ask for at the end

  • An itemised invoice showing the measure, the material and the depth installed
  • The SEAI declaration of works, completed by the contractor, if a grant is being claimed
  • Dated photographs of the finished depth
  • A post-works BER, which the grant requires

Safety

  • Only walk on joists or boards; a foot through the ceiling below is the most common attic accident.
  • Mineral wool irritates skin, eyes and lungs, so the house below should be closed off and the installer should wear a mask, gloves and long sleeves.
  • Recessed downlighters buried in insulation can overheat; they need covers or sealed fire-rated fittings.
  • Older textured ceilings and some old pipe lagging can contain asbestos; it must not be disturbed until it has been checked.

What you can do yourself

Topping up an empty, easily reached attic with mineral wool is within a careful householder’s reach with a mask and boards to kneel on, but grant-aided work must be done by a registered contractor.

Does attic insulation need a licence in Ireland?

No licence is required for this work in Ireland (source: www.seai.ie). Ask instead for references and photographs of similar jobs.

How much attic insulation do I need?

Current practice for an attic floor is around 300 mm of mineral wool laid in two layers, crossing the joists. Many older Irish attics have 100 mm or less, so topping up makes a noticeable difference. The contractor will specify the depth for your roof and the grant.

Can I still store things in the attic afterwards?

Yes, if a raised floor is built on legs above the new insulation. Boarding straight onto the joists squashes the insulation and loses much of its value. Agree the storage area before the work starts.

Will insulating the attic make the attic colder?

Yes, which is the point: the heat stays in the rooms below. That is why the water tank and pipes up there must be lagged, and why the roof needs ventilation at the eaves to stop condensation.

Do I need a BER after attic insulation?

Only if you are claiming the SEAI grant, which requires a BER after the works. Without a grant there is no legal need, though a new BER can help when you sell or let.
