Rules and grants for gas and heating work

The rules in Ireland

Only a Registered Gas Installer (RGI) may install, replace, repair or service a gas appliance or gas pipework, and they must leave you a Declaration of Conformance.

  • The rule comes from the Energy (Miscellaneous Provisions) Act 2006 and is run for the Commission for Regulation of Utilities by Safe Energy Ireland.
  • For every gas job the RGI must complete a Declaration of Conformance certificate and give you the original copy straight away; it confirms the work meets I.S. 813.
  • Every RGI carries a photo ID card numbered R followed by four digits, renewed each year. Check it on the register at rgi.ie.
  • Oil boilers are not covered by a statutory register; ask for experience with your make of boiler and a combustion analysis printout after a service.

Grants

SEAI’s heat pump system grant is up to €14,500 for a house (€11,500 for an apartment), and heating controls on their own attract €700.

  • The €14,500 is made up of up to €10,500 for the heat pump, up to €2,000 for radiator or underfloor upgrades, and a €2,000 boiler scrappage grant when an oil or gas boiler, storage heaters or a solid fuel system is removed. SEAI announced the scrappage element on 29 September 2026, subject to final implementation arrangements.
  • Heat pump grants are for homes built and occupied before 2021. Homes built before 2007 need a technical assessment first (SEAI contributes €200) unless a valid BER shows a heat loss indicator of 2.3 W/K·m² or less.
  • The heating controls grant of €700 is for homes built and occupied before 2011, and cannot be combined with a heat pump grant.
  • Use a contractor on SEAI’s register and get grant approval before any work starts — work begun before approval is not grant-aided.
  • The grant must be drawn down within eight months of the offer, and a BER by a registered assessor after the works is required (SEAI contributes €50 towards it).
